The series is headed by general editor Dr. Thomas G. Mahnken, who is the President and CEO of the Center for Strategic and Budgetary Assessments (CSBA) as well as Senior Research Professor at the Philip Merrill Center for Strategic Studies at The Johns Hopkins University’s Paul H. Nitze School of Advanced International Studies (SAIS). Dr. Mahnken’s publications include Net Assessment and Military Strategy and The Gathering Pacific Storm: Emerging US-China Strategic Competition in Defense Technological and Industrial Development. In 2025, he received the Joseph J. Kruzel Memorial Award for Distinguished Public Service from the International Security Section of the American Political Science Association (APSA).

The series was founded by Dr. Geoffrey R. H. Burn, a former army officer with a doctorate in organization theory and strategy as well as thirty years of experience as the chief executive of book and journal publishing companies, including as director of Stanford University Press for more than a decade. Dr. Burn served as general editor of the series for eight years and remains active on the advisory board.
